Instead of trying to wind the scroll as tight as it can go with a hammer, it's easier to hang it over the edge of the anvil face and hammer on the outside of the scroll, letting the side of the anvil exert the necessary force

If the end needs to be tucked in tightly, the edge of the anvil can be used as a fulcrum.
